The Pokemon world is really fascinating because of stuff like this. There are so many aspects that get glossed over, mainly because it's a kids show. What are the laws? How do you handle crimes? If Pokemon are intelligent, some of them must break the law. Stealing, rape, there's gotta be a way to police rogue mons.

I'll try and give a serious answer. Pokémon are clearly more intelligent than mere wild animals by a long shot, even the wild and more animalistic Pokémon can recognize and respond to complex emotions and body language.

You have to think of the context, you're traveling and growing alongside something that is far more than just a pet attack dog, but a real friend, and if you're not a shitty trainer they see you the same way. For all you know they'd be the ones initiating.
