Why did they do this? Staraptor doesn't look anything like a raptor, it's actually more of an eagle. The two Pokemon that most resemble a raptor are Sceptile and Archeops.

"Raptor" is literally a fan term. Staraptor looks like a predatory bird, it's a raptor.

For anyone reading who doesn't actually know this:

"Raptor" is a term for a bird of prey, which includes eagles, hawks, owls, etc.

"raptor" was used in the naming convention for prehistoric animals such as Velociraptor and Microraptor to directly tie into this association.

The proper name for what many colloquially call "raptors" is actually "dromaeosaurs," but... that didn't really catch on. "Raptor" quickly became the norm when referring to the dinosaurs, and calling birds of prey a raptor is now a niche and uncommon occurence.
