They didn't want to give Ash a mega ring because they didn't to have to contrive an excuse for him to get rid of it at the end of the Kalos arc.

More importantly, they wouldn't need to. He doesn't have to wear it all the time, just keep it in his bag, since he resets teams every region anyway.

they gave him z ring, they can give him a keystone. Greninja is gone so they can give him a keystone literally whenever they want.

If they didn't do it during Kalos, they won't do it in Alola. You forget that the anime is first and foremost a commercial ad that shills the games, and that includes the regional gimmicks (Mega Evolutions last gen, Z Moves this gen).
