The military is a thing. Otherwise, Lt. Surge would have to be a mental hospital escapee. But since it's lame as fuck to give people literal monsters and do nothing with them, the militaries in the Pokémon world should have some Pokémon helping out.

Otherwise, you might get a situation where Team Aqua or whoever pisses Kyogre off, only for the military to have no way to neutralize it because they're landlocked. Maxie wasn't wrong about there being fuck all land in a lot of the region.

I doubt any region would have a high budget for guns or tanks because they have Pokémon, which are a lot more abundant and wouldn't cost millions. Besides, even some mediocre Pokémon like Camerupt could easily fuck up a tank. Gaping, lava-filled craters tend to do that.

All of the Pokémon regions are more independent than their real-world counterparts though. Even if Kanto, Johto, Hoenn and Sinnoh are meant to be close geographically, the way the people talk implies that your region means more to you than your country.
