Diving is one of the best aspects in the series. Diving underwater and exploring underwater labyrinths, and resurfacing in areas you thought were inaccesible and finding hidden items brought a genuine sense of adventure. Something recent Pokemon games lack IMO. It just sucks that it's an HM, but every game besides Sun/Moon has those.

This. And even then, if you suck at the game you could use the EXP Share so your fire/ground/rock type doesn't fall behind. GameFreak also added Ace Trainers on the sea routes that have non-water types. It's a non-issue.

Matching the theme doesn't mean it isn't shit. Water is literally just blue squares with pointless random encounters. If you use repels, then it's just a huge, nearly empty area with nothing but some trainers and shitty patches of land that make you replay the HM animation. It's complete garbage, and I'm not even touching the diving, or the currents sending you the wrong way and making you do the whole thing again.

How about designing a way to make it engaging instead of stupidly tedious?

First off, it's not "huge" and it isn't tedious. It takes barely any time at all to surf from Lilycove to Mossdeep, especially when riding a Sharpedo. Secondly, it's a fucking ocean, what do you expect? By your logic people should complain about caves being nothing but rocks. It's a complete non-issue. Searching underwater labyrinths for places to resurface that you thought were off the map that hold hidden items brought a sense of adventure that new games lack.

The problem with water travel is Tentacruel and Pelipper being the only Pokémon encountered while surfing. Yet Hoenn dex is full of water types that can only be encountered by fishing.

Not just the cutscenes. It's linear, there's little to explore, and there's fuck all postgame. ORAS is better hands down.

Personally, I loved Hoenn and I WAS mad that you couldn't travel from island to island with stuff to explore between each. Maybe then the games wouldn't be so fucking barren.
