As powerful as a normal legendary.
They were once one Pokemon, Kyurem is just the leftovers that allowed them to be one in the first place. Which probably means that the original dragon was insanely powerful, more powerful than most legendaries and Black/White Kyurem are pretty much on a normal legendary level.
