What was the reasoning behind this thing being unable to learn

Gen 7 took some "everyone gets it" moves and made some mons unable to learn them.

Oranguru can't learn Attract despite being gendered.

The starters, Buzzwole, Toucannon, Golisopod and others can't learn Hyper Beam.

Lots of Alolamons can't learn moves that normally every Pokemon can besides shit like Unown. e.g. Oranguru can't learn Attract, Giga Impact, or Hyper Beam lol

I'm annoyed Lycanroc can't learn Giga Impact despite being fully evolved. Z-Giga Impact is more reliable and stronger than Z-Thrash. They fucked up its movepool hard.

Seems like that Gamefreak regrets making "everyone learns it" moves.

Good. Now if they can retroactively apply it to older Pokemon and limit the spread of moves like Ice Beam more, then maybe types like Ice might oh who am I kidding even if Ice was the only type to get ice moves period it would still suck

Still though. Take away Ice Beam, Stealth Rock, and Scald from 90% of the things that learn them

Gamefreak doing that AND replacing the moves on transferred Pokemon that no longer learns them would be an ideal move. Which is why it won't happen.
