I think the concept of a slow Speed Boost user that has to get two boosts to really get going would be interesting for battles.

The fully-evolved Speed Booster with the lowest base Speed is currently Blaziken at 80 Speed, which is plenty to outspeed base 115.
Vikavolt can't even outspeed Landorus at +1.

Speed stat is not only about movement speed, it's also attack speed. Vikavolt moves quickly but needs to charge before every attack, that's why it takes so much time.

Speed in the world =/= speed in battles
Imagine it like vikavolt has a huge start up speed but can go super fast. In battle he's doomed since he can't move quickly to attack his enemy, but out of battle he can buffer up and then fly straight to where he needs to go incredibly fast.

Lurantis by far. Vikavolt at the end of the day still hits like a fucking truck with the special moves it does have, which is quite a few, and kommo-o has a wide ass TM movepool in a gen with infinite use TMs. Lurantis just has no redeeming features, to the point Servine is fucking better than it.

Vikavolt is like a Gradius ship. It has to do something to accelerate. The Vic Viper picks up items and uses the SPEED command, while Vikavolt simply uses Agility.
