differnent pokemon have different stats
thefore it can greatly effect how good an ability works

Item clause is a remnant from the insanely stallheavy gen 2 meta where leftovers was the only good item and should've been removed after that since later gens introduced a wide variety of good items.

Species clause is just common sense. No one wants to see a team with 3 Landorus-T's or 6 Arceus.

Just putting that out there.
