I would say so. B2W2 and SM have roughly the same size national dex, but Unova has nearly twice as many new Pokemon as Alola. I don't think we'll get another dex of comparable size of Kanto or Unova again, at least not for a long time, so the only way to get a good ratio would be to just have a smaller national dex so the new Pokemon don't feel so outnumbered, but now people are spoiled by Kalos' national dex size, so they'll complain anyway.
