Venoshock and Echoed Voice were designed to be weaker for early game usage when pokemon don't learn that many moves.

Quash is extremely niche, but it works well with Prankster pokemon in double battles.

Psych Up also has some niche uses in double battles (See: Eevoboost Teams).
