Kanto Pokédex =! Kanto mons. Just like in BW1 -> BW2, the Pokémon available in the region changed in the years between RBY and GSC. It's as simple as that.

It also means we should 100% get a sequel to Kanto rather than a remake soon enough with an updated dex and Kanto forms. It would be really cool.

No, it says "in the Kanto Pokédex".

The regional Kanto Pokédex is the one that includes all Pokémon whose national dex number ranges from #001 to #151. We haven't gotten an updated Kanto dex, so that's the current definition of it as of FRLG. Houndour and Murkrow are native to Kanto but they're not in that dex.

Although, by extension, the Johto Pokédex technically applies to Kanto as well, so there's that.

By not being native. One could argue that a "native" Pokémon is one that lives in the wild in said region. Lapras, Snorlax, and Eevee, for instance, aren't Kanto native although they were in the Kanto dex. Hell, one could argue if Yungoos could be considered as native to Alola, especially because it was brought from elsewhere; same with Alolan Grimer.

So, in short, not all Pokémon in a regional dex are native to that region.

It would make sense due to the fact that the alola forms seemed to specifically flesh out types that weren't very common in the kanto dex (dark, ghost, ice, steel). Also the nostalgia movie kinda supports the idea that they are trying to push back to kanto
