It's more about the ~OU council~ straight up not waiting for the community and making the suspects, but giving them more voice on the retests kek. The kokoloko meta is just going to be applied because they'll get rid of a lot of stuff faster, so that's an easy way.

It doesn't matter because despite what Smogon says they never look for balance in this game, they just want to make the meta change from time to time so it doesn't get stale. Otherwise they wouldn't consider M-Metagross when the game is getting fucked right and left by Tapus. Take one of the few ofensive Steel in the tier and watch shit goes down.

That's not balance and even if they ban whatever gets better after, the meta is still going to end on matches being decided at team preview because we're not at gen 3 anymore. More pokémon and powercreep, you can't cover everything.
