Other serpentine Pokémon like Arbok and Seviper are part of the Dragon egg group, but these guys are only part of the Mineral group. Wouldn't it be great if they were both Mineral and Dragon? They'd be able to learn some cool moves, but they could also act as a bridge between the two groups, expanding both what other Minerals and Dragons could learn.

Other Snake Pokemon have reptilian skin, that's why they're part of the Dragon egg group. Onix/Steelix don't have reptilian skin, they're just monsters that happen to resemble snakes.
