It's a lot clearer in Japanese, where their names are "Teppouo" (from Teppou, meaning gun, and uo, meaning fish, and note that the archerfish is literally called "Teppouuo" in nip) and "Octank" (from, well, octopus and tank)

It's plain old real life biology. A remora is a kind of fish that actually has modified dorsal fins to work as a suction cup. It's why remoraid was depicted on the wings of mantine- the fish suctions itself to larger sea life.
Having a "suction cup" it makes it even more of a clear thematic evolution into an octopus.

So not only is it an evolution that makes sense, it's one that makes sense in TWO DIFFERENT WAYS.
