Delcatty is always garbage but for in-game you can really use any pokemon and do well.

And you don´t really need to grind, only if you absolutely want to have everyone be the same level, which isn´t necessary

anything works in-game.Just so you know skitty only evolves with a moon stone and its evolution won't learn any moves at all. Truth to be told delcatty is pretty shit if you want a normal pokemon linoone exploudo or swellow are probably more fun
