Early on when A raichu was revealed i was speculating about it and found out that a mixed set actually hits just as strong as victini and could wreck most defensive cores.
Sadly the meme bandwagon shut me down almost immediately on their shitty nasty plot sets despite terrain being a cancerous insta set and lasting 4 to 7 turns.
Mixed LO volt tackle A Raichu is actually quite legit, I wouldnt go full physychal even with access to extreme speed.

Anyway, base power matters. A move that has 120 deals 50% more damage than an 80 base power move.
As an example, a pokemon that has base 90 Attack and an 120 base power move deals roughly the same damage as a mon with base 160 attack and a 120 base power move.
Base 90 is 306
Base 160 is 460
306 x 1.5 = 459
50% boost.
A mon can work despite low attacking stats if it has high base power moves and a good typing (Talonflame, Infernape). Physical Raichu, ehh. Banded Volt Tackle in Electric Terrain with Surge Surfer sounds okay, but why deal with recoil and contact penalties when you have a higher Special Attack stat and Psychic / Thunderbolt / Thunder? Hidden Power for coverage too. You kinda have to judge these things case-by-case, but probably not viable.Nobody gives a fuck and I typed this out for nothing. Yay. Why did I even bother?
