I could be wrong but I always got the idea that they were sort of a distraction from what aether was doing? They'd steal Pokemon to sell on for money but the aether foundation would then 'save' them and look good in the public eye

Why do real life gangs do anything? They had no end goal. Just a bunch of social misfits lashing back at society. The Aether Foundation used this as a way to further their end goals.
