Just like i don't switch in my garchomp until ice users are down, I don't swap in my bug flying Pokemon or whatever until I take down stealth rocks. Or if none of my team is weak to ice I don't need to worry about ice moves, just like I don't really worry about stealth rock if none of my Pokemon are weak to it.

Volcarona has amazing stats and the best set up move in the game with no drawbacks.
If stealth rock wasn't a thing, it would be banned from OU.

that said, entry hazards aren't popular in 3v3 or doubles. really only in 6v6, and if you're in 6v6, you should have a defog or spinner, because you should be expecting hazards. Why not use Tsareena, she's a very good spinner. She has the bulk, a slow uturn, recovery, rapid spin, a decent spam stab, or play rough.

No, you're still shutting down the hazards. Just the price is a bit...higher. Really depends on who is your Taunter and what their set-up is. For example, a Choice Scarf Weavile doesn't fear anything from Landorus (I think) and can just Ice Punch (Choice Band can just Ice Shard instead).
