Not really, it's been totally speed creeped. Gen 4 was a long time ago, power creep has definitely taken its toll. It gets one-shot by HP ice on Tapu Koko, plus with scarf wars going on it's basically guaranteed to be outsped. Still, I guess it can hold a choice scarf itself, so it might be an issue. Give it another gen or two at the current rate of power creep and it'll be irrelevant enough to drop to OU without issue or high usage.

A lot of fast Pokemon get boosting moves, but that doesn't break them. Darkrai has such a shitty typing and is outsped by so much shit that it's a non-issue. +2 won't do you any good if you get dinkled on by Koko or Pheromosa immediately after.

The only way Weavile can land a hit is if it uses Ice Shard. Otherwise, Shaymin-Sky outspeeds and kills it.

Nobody uses prankster anymore, Aegislash is banned, and though you didn't mention it, arguably the biggest dark type buff in Knock Off is unavailable to it. The only thing it can really dunk on is M-Metagross and I suppose A-Marowak, though the relevance of that has long since plummeted.

It really can't. It gets OHKO'd by Tapu Koko and scarf (read: all) Lele's Dazzling Gleam/Moonblast. Mimikyu is normally affected by it after it wastes a turn busting its disguise, can't be OHKO'd and OHKOs Darkrai even with an unboosted Play Rough and Magearna isn't even affected by it at all. I'm assuming nobody would be stupid enough to leave in Fini or Bulu, especially with so many Steel types on everyone's teams.
