Look around the dex entries. It wasn't space restrictions or laziness, it was purposely cut to put it in Bank instead.

Unless I'm misunderstanding how they ripped the text, there are blank text entries for Pokemon that didn't get in the Alola Dex, along with this the classifications of all the Pokemon (Bulbasaur is the Seed Pokemon etc.) all remain in the data

After the national dex hits 999, every game after will be regional dex only, with no other Pokemon available at all. Right now they're gradually easing us into this by making the national dex Bank exclusive. Gen 5's regional dexes were pretty balanced aside from there maybe being too many OP dragons. The only thing that screwed over the balance in SM was the insane amount of pandering. 5 pseudo legendaries alongside 3 quarters of the entire Kanto roster makes for terrible balance, but it sells well because the normies eat it right up. GF could make a balanced dex easily if they weren't under the influence of all the extra pander cash.

Why would 999 be the limit? Modern consoles don't have to worry about limits like that, hell, RSE could easily make a Dex with ~65000 Pokémon regarding hardware.

The Bank costs money. They're charging you an extra fee to see something that was free in past games.

it's not a technological limit, but rather one that Gamefreak will inevitably set themselves. The dex has always had 3 digits, even before going into triple-digit numbers. Not to mention it's pretty obvious they're trying to avoid the 999 hit with so many form differences and so few actual new species. If Lycanroc was introduced in gens 1-5, its two forms would have been two separate species, for example.

I agree that they're slowing down on how many Pokémon they add per Gen, but the last time they made Pokémon unavailable in a game, we got the Ruby/Sapphire backlash that led to the lowest-selling Gen of all time and creating a legion of Genwunners who refuse to play anything past GSC because of the lost backwards compatibility. And the unavailable Pokémon in RS were only temporary, what you're suggesting is permanent for that generation.

The only times something like text would have any impact on cart size, let alone a meaningful one, would be Gen 1 and 2. Gen 7 is 3.2GB, which means they have an entire 800MB on the cart if they don't bump all the way up to 8GB.

I'm sure anyone who would take the time to get all the regional 'mons would know there are an extra 500 they've been ignoring, especially since the game lets you fucking catch some of them via the QR code scanner. If they were only interested in completing the regional dex, every game from Gen 3 onward has had a regional Dex that's smaller than the Nat. Dex.

Hell, DPPt in particular only let you unlock the National Dex if you registered every Pokémon in the regional Dex, if you did that people would have to work to get the National Dex and the only people who would unlock it are the ones who would be likely to want the challenge of completing it.

Gen 5 was the last gen we had before Pokemon decided to go full retard.

I loved going through Unova the first time and seeing all the new pokemon that I could catch w/o having to rely on my old staples and B2/W2 had some of the best post-game content since Battle Frontier in Gen 3.

Then once X/Y and SuMo came out, game freak just shat the bed trying to catch lightning in a bottle twice. We got less mons and the difficulty, which was already fairly easy mind, got casualized even further with the addition EXP share.
