Lance was the supposed final boss in RBY (before it was revealed that Blue was the champion), it makes sense that he was a specialist in the rarest type in the game. And the Johto gyms specialised in all the types that didn't have a Kanto gym (except Dark, which had an E4 member instead).

Diamond/Pearl has no excuse, Game Freak just decided that the Sinnoh Pokedex should have barely any fire types. At least Platinum fixed that.

Starter types should always have easily obtained alternatives to lessen forced character selection. Some types are meant to be rarer, but fire isn't one of them.

Flint is how gym leaders and E4 should be. It's quite obvious what his specialty is supposed to be and even the ones that don't match the typing clearly benefit from its strengths and cover its weaknesses (Steelix setting up Sunny Day to boost the typing of Fire moves, Lopunny bringing Fire punch to stick to theme, Drifblim covering EQ spam). I wish more gym leaders and so on would be built like this but apparently people get autistic if you face anything other than five water types in a row or whatever.

If you're not gonna follow your type specialty, then here's an idea: STOP HAVING TYPE SPECIALTIES. Just make Elite Four trainers have teams that use different tactics instead (one has a weather team, another has a stall team, another has entry hazards + roar, another uses Baton Pass). Either dedicate to the monotype (and work around it WITH those Pokemon) or stop making monotype trainers. Don't half ass it and "pretend" that you're a type specialist when you really aren't.

The point of gym leaders is for new players to learn type charts and catch a good type variety for your team.

The Elite 4 should be based on a theme (slow pokemon, fast pokemon, physical pokemon, special pokemon, stall pokemon, weather based teams, terrain based teams, etc.) rather than types. It would actually make them something close to a challenge

Pokemon Colosseum and XD nailed this perfectly. All the bosses in those games had a strategy you needed to understand before you could beat it.
