Because they market it to little kids and people who were around for Gen 1 and no one else in between. They apparently think that no one else between those two extremes has any interest in Pokemon. They'd make a lot more money if they expanded their demographic.

It's either Pikachu, Pikachu in a themed outfit or some shitty Pokemon.

The same reason Akibahara can't exist in America. Anyone on mainland Japan can hop a train and take a daytrip there, so they can appeal to niche interests. That's just not viable in America.

Pokemon Centres are fucking shit anyway in my experience.
