Lugia, there's something about how it's always posed and the general design that just looks bad to me.
The fingers rather than actual wings, the pear shaped body, the small head with the old "angry" eyes that really don't fit it. I wish there was a way to keep shadow lugia but with lugia's colors because the extended eye parts and cover posing looks excellent compared to normal Lugia.
Ho-oh I never had much of a strong opinion on but the shiny is nice.

Anyway, are these the only box legendaries without a theme, apart from vague "Johto guardians"?

I know they were supposed to be "Guardian of the Sky" and "Guardian of the Sea", but literally next gen we got Rayquaza and Kyogre, and later Manaphy and Phione as sea guardians.

Then people thought they were supposed to be the sun and moon, until Solgaleo and Lunala.

They were also thought to be life and death, which made sense for at least Ho-Oh given its power of resurrection, but Xerneas and Yveltal negate that.

What's their theme?

xerneas is the embodiment of life, but ho-oh is like a foil to that. they're not the same. life is a new beginning, resurrection is repetition.

yeah ho-oh sucks and has the weakest premise of legendary status in the entire series. except if you count phione, but that's just a jokemon.

Lugia is the better legendary design and competitive wise. Ho-oh has the better theme tho.

I can't say I really like either that much, but Ho-oh has the edge for me just because of it being revealed as the mystery mon in the beginning and my kid self realising with an "o shit." Otherwise Ho-oh is a pretty "meh" design, and Lugia's hand wings look like ass compounded with Shadow Lugia looking much better due to the eye accents being elongated.

Gale of Darkness is not a main game and I haven't seen the trailer, but I guess Sea Spirit's den is kind of, sort of a reference, just barely.

I feel that if Lugia is supposed to be a trio master, it should be made apparent like how Ho-Oh is with the beasts. Such as, catching all the birds will give you access to Lugia in a main game or something, like how it was in Crystal. Or an origin legend. It's very vague, otherwise.
