Is there any canon reason given as to why starter pokemon are apparently only given out by regional professors, or are we just supposed to assume they're incredibly rare or native to areas we can't access in the games?

I think only the Sinnoh ones have been confirmed in-game to be super rare by the professor's assistant.
In the games there are no standard starter Pokemon. Any Pokemon could end up being somebody's first Pokemon, and in the case of the protagonists, those were the Pokemon they ended up with.

Chikorita, Cyndaquil, and Tododile all can be caught in the wild in Alola.

If you want to go off the explanation given in the anime, they're rare and bred specifically for professors to give as starter mons, but do exist in the wild.
We have been able to get some of the starters in the wild in some games though. But otherwise I don't think it has been explained.

They are genetically modified beings that were made for the purpose of easily accepting the attention and training of a young child.
There is no other pokemon who would willingly do this to a random person, so they had to pretend

My personal headcanon was that they're just not native to the region the player obtains them.
I think they are a monopoly of the state, because a species that only exists in captivity and only administered and bred by scientists.
