Technically yes, but the software to play DS games on a 3DS with no flashcart is basically in an alpha state. Not all games are compatible, and the ones that do work do not work very well. Just in general it's jenky as fuck and it'll probably be a long time before we have 100% game compatibility and acceptable performance.

If you have a CFW 3DS, just go ahead and get a cheap flashcart. Even flashcarts that never worked past the DS Lite can be made to work on a 3DS via modifying the underlying DS firmware. I picked up a $10 DSTT a few months ago and it's more than paid for itself at this point.
