The fact we're even able to catch those things is because it's a videogame. Characters in Pokemon media RARELY even capture Legendaries at all with any ball. Even we still sometimes rely on stuff that boosts catch rate.

But Luxury Ball screams "look how FAB and BADASS and COOL he is!!!" and makes him look even more Stu-ish than a Poke Ball or most other ball types would.

At this point, I should be amazed it wasn't a Cherish Ball.

While the dex-holders may catched/used legendary, it is usually at climax of the arc when the main villain already use other legendary first(for example, Red Blue and Green use legendary birds to fight mask of ice's Lugia and Ho-oh) and most of the time they use the team of normal pokemons they raised and evolved since the early part of arc. Basically it remind of your own journey with your bros in the game.
What Lack-2 is doing is basically what elementary school kids did: rush through the game with an overleveled starter and 2 legendary mons(and event-only mons to boot).
