Get a pokemon with drizzle, and chain in lush jungle till you see one. Keep it raining.

Or just wait until it rains there so you don't have to keep switching in your drizzle mon.

Don't trust me on this 100% because all I have is empirical evidence, but when chaining, try to attack the pokemon who got called with a super effective move. This increases your chances of pokemon calling for SOS (and that I'm sure of because the official site confirmed it) but I THINK it also increases your chances of getting a rare SOS exclusive. Whenever I try this I get a weather SOS after like, 10-15 chains. Now granted, this may be just a coincidence, but it's worth a shot

You can catch one outside Po Town. It always rains there so you just have to worry about staying alive till one shows up.
