Making new character models, doing animations, writing dialogue, crafting teams, writing AI, all of that is more work. And it was easier and faster to just use characters already in the game. You people need to wake up and see that Gamefreak is just rushing out games now. Either they've given up on making quality or Pokemon is losing money and they need that fast buck to keep it afloat.

What they should do is make a huge PR circus out of it, have some big ass twitter poll or something where you vote for who you want to see next in the Battle Tree.
Start with something like all gen 1 gym leaders, all genwunners vote for Brock and Misty and they come with this amazing reveal that they'll add both of them. Easy publicity, easy nostalgia, easy money. Hire me already, Gamefreak.

Silver: Best rival in the whole series and competes against Gladion in that regard.

Whitney: Meme hard Gym Leader.

Morty: The hardest Gym Leader of Johto (at least in Gen II where most of you team has to rely on Normal-type moves)

Jasmine: #1 Waifu of Johto.

Karen: "Strong Pokémon. Weak Pokémon. etc etc."

Eusine: Random trainer that pursuits Suicune and battles you through the games.
