It should of been level 50 but alas it wasn't meant to be I guess. Honestly I just use my shinies as is because grinding to 100 is a pain but none of them had a critical stat that low.

Put mons in the Pokepelago island and give it the exp drink. It takes a few days but you can level 18 Pokemon to 100 at the same time.
