You can't ban an entire playstyle. Contrary to baton pass teams, stall does not rely on a specific move or item to function. Ban leftovers? They will switch to berries. Ban toxic? Burn and paralisis are still there, and moves like perish song and infestation would be used. It's far too complex a ban to make, as shitty as it may be.

Stall is the easiest to play and easiest to win with (Unless fighting another Stall team). It's not played as much because it's annoying, dull and a sign of poor sportmanship. I should not need an entire fucking team to have specific back ups against one type of play, because that is fucking retarded, that is what I am saying. As long as you're running a stallbreaker (which you should be that's obvious when building a team) you have a fair opportunity to not have the battle drag out to be 100 turns. And complaining about having to run a stallbreaker is dumb as well, obviously you have to build a team around what threats are present, not being a karenfag and whining when the Mons you want to use don't cut it.
