They are literally just colour palettes with slight adjustments, so they decided they could fix that whilst also making it a gimmick for the second version.

These guys just needed signature abilities based of thier pokedex entries

Registeel gets the defensive equivalent of Download as an ability + Bullet Punch; Regirock gets Sand Stream + Accelerock; Registeel gets Snow Warning + Icicle Spear
