New ability Lucky makes items that have a chance of activating

Itemwise that's just Quick Claw & Focus Band, no? With Band that's kind of strong since that takes effect even when you're already at 1 HP.

Just make an ability that works like Quick Claw (maybe with higher percentage) and give it to a slow shitmon
