Nope, that's pretty much the only way aside from hacking.

All you need is a copy of BW/BW2 and you can transfer it to Sun and Moon via Transporter and Bank.

Poke Transfer is only picky about HM moves from the respective Gen 4 game they're from. Also, yes you would need to trade the Defogger to HG/SS and then Poke Transfer it from there into BW/BW2.

It's used as much as ever, but it's only ever been used in 6v6. If you aren't playing 6v6 you shouldn't worry about it.
