Basically levitate (it flies on his tail) + resistance to water attacks + learns surf with stab + moves faster in rain and electric terrain.

The fact that it does NOT learn levitate kills this pokemon for me. It actually has MORE type weaknesses than an average raichu now. The LEAST they could have done was give it an immunity to its former weakness. Instead of giving him a really specific situational ability that requires you to have electric terrain on hand.

Probably my favorite of the new Alolan forms. Electric psychic is such a neat combo, regardless of weaknesses. Plus I just like it's design.

It's ability is subpar though, I'll admit. Levitate would have been amazing.
