How much for both values? Because if it's like 1/16th minus health and same boost as scarf then Scarf is dead. If it's 1/8 health and a little under scarf they both have their moments then. Maybe it's like toxic and only a 1.2 boost?

Then yes, Scarf is dead. 1/10th of health and a 30% boost to speed is way better then using only one move. Lele becomes even more annoying for sure
