You can evolve them at any level, but that doesn't mean you SHOULD.

Probably to punish players who try and evolve their mons too early.

It's compensation for the fact that pokemon that evolve via stone can be evolved at any time rather than having to wait for a specific level.

Why are you so booty blasted anyway? Starmie's best sets consist of shit like BoltBeam, Psychic/Psyshock, and Scald. In fact the only level-up moves it cares about are Rapid Spin and Recover which Starmie does get. Why does it matter at all?
