Enemies can still use the missing ones though. In fact the missing ones were *Added* to the Tower teams for this game. Mega Gardevoir's set replaces a previous normal Gardevoir set.

I doubt it's just GF being lazy. They had a lot of times to put it in, and it should be really easy to accomplish. They programmed them. Just need to make them available. There's no way to know for sure why they didn't.
