My guess is so it can outspeed at least a few things since Blastoise actually has a pretty solid speed stat for a pokemon that's generally considered to be a tank.

I was so fucking disappointed at normal blastoise model, he only used the canons for status and multi target moves like earthquake.

He had unique animation for some moves back in stadium didn't he?

Yeah back in Stadium Blastoise had a special animation for hydro pump where it brought out it's cannons (complete with sound effect) and fired two blasts. Now it just shoots hydro pump out of it's mouth now.
