Unfortunately, I don't think you're too far off the mark there. Its pretty clear that GF wants to keep shilling Greninja as long as possible while cucking pretty much everything else. Hell, I even think they screwed over Delphox and Chesnaught on purpose just to make Greninja look better than it actually is. Think about it:

It got the far better HA of the three with protean which is fucking broken when paired with its speed, its movepool is fucking huge and even bigger than Delphox's who is supposed to be a MAGE while also getting extrasensory for no damn reason. Delphox's HA is absolutely worthless and Chesnaught's is pretty situational, but Greninja just got the one that lets it be any type it wants.

Then Ash-Greninja happened. That was the last fucking straw for me and was the thing that had me convinced that GF purposely fucked over the other two Kalos starters just to make its special snowflake frog look better.

No sound moves actually benefit from Liquid Voice. There's Bug Buzz and Clanging Scales, but the rest are status moves and weaker variant of Hyper Voice (Snore, Round, Echoed Voice, etc.)

Liquid Voice Hyper Voice is basically Sparkling Aria that doesn't hit your doubles partner or heal burns. It seems kinda contrived that they'd create a signature move and ability that are so similar in function that there's basically no point in using Hyper Voice.

GameFreak like to create useless things as placeholders, then buff them at a later date. See Defog as an example: it was useless when first introduced because it only cleared hazards from the opponent's side. Then the devs decided to buff it and make it useful.

Liquid Voice looks like a placeholder for Boomburst to me. They probably considered it and designed Primarina with Boomburst in mind. No telling if they'll ever action it though.

I really wish they'd stop gimping certain mons to help make their counterparts look much better in comparison.

GF probably didn't want Primarina to be very good. It is the only starter who got a signature move that isn't based on it's secondary type, and it has a detrimental effect to boot. In addition, as you said, it's HA is useless for anything but Hyper Voice, which is just a Sparkling Aria without the nerf that doesn't hit allies.

Even beyond that, the fact that Liquid Voice functions the same as the -ate moves but doesn't get the same damage boost only proves that they just didn't want it to be useful. Maybe they just assumed water/fairy typing was enough by itself and over-nerfed Primarina to compensate. Either way I don't think it's getting Boomburst, as if they were going to give it that they would have already.

It really shouldn't be THAT hard to balance better, but apparently it is. Thing with Primarina is a lot of the issues with it just seem so deliberate, as opposed to Decidueye which just seems dumb. Yes, Decidueye's HA isn't good either but at least it serves a function. It's issue is more that they wanted it to be a mixed attacker but forgot to actually give it many worthwhile special attacks. That and the general speed creep that affected just about everything.

Didn't want it to be good? If anything, they were wary of making it too good. It's a bulky tank with incredible typing that hits incredibly hard. They'd have to fuck up immensely to make it bad.

Its signature move and ability fit its flavor. It attacks with bubbles that are controlled by singing. That's Water type, not Fairy. Darkest Lariat wouldn't make sense as a Fire type move, nor Spirit Shackle a Grass one.

Liquid Voice isn't an -ate ability. No point comparing them. If it were Fairy-type though, it'd be a directly inferior version of Pixilate.

They're so fucking similar it's laughable. When Liquid Voice is released, Primarina gains the benefit of not hitting its partner in doubles or curing burns. Same attack, slightly different effect.
