Pikachu was at the level it deserved after traveling to 4+ regions and fought in every league. The reason it sucked so hard in Unova was because of Zekrom sucking its power or something. Look it up, there's a theory on it (a very convincing one at that). Pikachu beat those two psuedos with speed, good strategy, and a very capable trainer. And don't you say that strategy it did when stopping Aegislash's King Shield when a chunk of wood wasn't brilliant.
