It's a meme because of some overweight ching-ling that used a Pachirisu on VGC and it tanked Garchomp's rock slide.

Sejun Park won the 2014 Pokemon World Championship with a Pachirisu on his team.

It was originally on his team to redirect electric type attacks with follow me, while his Mega Gyarados setup Dragon Dances and swept. Sejun didn't bring Gyarados into the finals, but he did bring Pachirisu and he kind of just meme'd his opponent into submission with the redirection support it provided to his heavy hitters.

In the final game of the finals, said Pachirisu took multiple Garchomp Rock Slides, a Draco Meteor and survived to tell the tale.
