This anon is right >>31484737. Z electric terrain gives + 1 speed (like hypnosis) while also boosting xurk's stab, after which it can still tail glow. Since z hypnosis and z electric terrain give the same stat boost, it comes down to whether you'd like the ability to put something to sleep 60% of the time or boost the power of your electric attacks 100% of the time.
