Safari pokemon are imported for the Safari game though, at least in Gen 1. In Gen 2 nothing is native except whatever happens to be there on the first entry, after that everythng migrates to find a suitable environment. Not sure about Hoenn, I don't remember.
In Gen 4, however, the Great Marsh is a wildlife sanctuary, so all those pokemon are native

They're probably endangered, but you can find Ivysaur, Charmeleon, Wartortle, Quilladin, Braixen, and Frogadier in the Friend Safari in Kalos. And Chikorita, Totodile, Cyndaquil, Serperior, Samurott, and Emboar can be found in Alola using Island Scan.
Riolu and Zorua are the same case too. Makes you wonder why they're in a region Pokedex when they aren't native to the region

Zoroark appears as a wild event in BW1, so it's safe to say it's native to Unova. Porygon was created by Silph Co., so it's Kanto native.

Meditite is canonically Sinnoh native. Not only is the line vastly more common in Sinnoh, in HGSS it's found through the Sinnoh Sound instead of the Hoenn sound.
