Yes. Pokebank is compatible with Gen V games. For the Gen IV games, you'll first have to transfer your Pokemon to BW/BW2 then send them to Pokebank.

HG and Platinum are gen4, White and White 2 are gen5, XY/ORAS is gen6

you can pass from gen4 to gen5, then use the bank to pass from gen5 to gen6, same with gen6 and 7

I do'nt remember if you need 2 DSs to make the gen4to5 transfer though

Last question then, last time I had a 3Ds, soul silver was the new Pokemon. Back then I owned this flash cart that let me play any Rom. Does the New! 3ds have this?

You could even bring them from Gen III, then to IV, then to V, then to Pokebank, for even more hassle if you want. In fact, you get a special certificate (like the ones for completing the Pokedex) for bringing a Pokemon from Ruby/Sapphire/Emerald all the way to Omega Ruby/Alpha Sapphire.
