I thought so too until I actually tries. Only 5% of Jamgo-O carry them, but they'll only SOS Hakomo-O and Kommo-O, both of whom have it 50% of the time.

OP here, I'm a retard who forgot that the sneasels were Jolly all along. I got a weavile from wonder trade with 5IVs and just started breeding that. It has Icicle crash and Throat chop though, so it's all good.
