Why are there so many Steel types that can't learn Smart Strike, despite the fact that a lot of them do in fact have horns and other similar sharp appendages? Both Aegislash and Bisharp are quite literally composed of pointy appendages, but can't learn the move.

Also, apparently Smart Strike means Smart Horn in Japanese, but then I remembered that if Kartana gets it, so there's not much excuse for Aegislash and Bisharp to get it, but those 2 have Iron Head, so it's not like it matters that much anyway.
