It's exclusive to eevee. Literally every eevee is extreme evoboost baton pass set, and is extremely easy to counter, and the boost itself can only happen once per game. It's a weak gimmick that can be determined the nanosecond you see an eevee in team preview. It isn't overpowered in the slightest.

Frozen is the worst of all status conditions (the best if you are lucky enough to inflict). Let's see:

Frozen: Opponent can't move at all. At the end of each turn the opponent has a 20% of thawing itself or by receiving a Fire-type move.

Poison: Opponent loses 1/16 HP at the end of each turn.

Bad Poison: Opponent loses 1/16 HP at the end of the first turn, then it doubles the amount from the last turn until reach to 100% HP at the end of the turn.

Burn: Opponent has its Attack lowered by 50% and loses 1/16 HP at the end of each turn.

Paralysis: Opponent has its Speed lowered by 75% (50% in Gen 7) and has a 50% of no moving.

Asleep: Opponent can't move and can only use Sleep Talk and Snore. It lasts from 1 to 4 turns (Rest only lasts 2 turns).

A pokemon holds a Z crystal corresponding with the type of the move they want to enhance. The enhanced move can only be used once. Hardly. Eevee's only gimmick is extreme evoboost, while smeargle has (or had) every move in the game. As such, you know that an eevee in team preview is holding an eevium Z, and has the moves Last resort, baton pass, and protect, making it predictable as fuck. It is hard countered by Haze and phazing, taunt prevents eevee from doing anything, and also counters possible psych up users. The boost can only happen once per match, and eevee is frail without the option to hold eviolite or a sash.

Smeargle gets moody hax, every move in the game, and item freedom, yet you think Dark void smeargle is less powerful and easier to play against then Extreme Evoboost?

Moody hax could work against Smeargle by lowering its speed or accuracy. Item freedom means nothing when it has to use Sash if it wants to do anything besides getting OHKOed.

You never see people supportin their Smeargle in the same way that they're supporting Eevees for a reason. Smeargle by itself doesn't enables a sweep, while Eevee will set up something so ridiculously strong that it is worth to build a whole team around it.

Well, paralysis has a 25% chance to stop them and cuts speed by half, and freeze can be negated immediately on the turn it happens assuming the user had a fire move readied before being frozen, not to mention bad poison damage doesn't double per turn, but adds 1/16th to the total. So guaranteed death WOULD come after 5 turns, assuming there's no leftovers, then it would be 6. You should check serebii every now and then.
