TMs clearly weren't made with an attempt to be competitively relevant in mind, so Gen I TMs are full of esoteric and weird moves like Softboiled.

Sorry, moves like Softboiled, which despite appearing to be made just for Chansey, they seemingly decided was too strong for all Chansey to just learn by themselves, and thus forced you to make the choice to only ever have one Chansey learn it.

This is literally the same thing as Relic Song and other kinds of exclusive moves you have to learn through special means. It's just that in gen 1, the only "special mean" they had was TMs.
