It's a pun. Idol Shoko Nakagawa is well known for having isms to her dialogue, one of them being the use of the term "giza", as an amplifier, which comes from a typo of "giga".
So when they made her a pokemon, they made it a notched ear pichu, because that would be a Giza-mimi Pichu.
